Random Issue with HW encoder?

Never had this before

edit: in simple i dont have this issue, i have 12k bitrate cuz 60 fps, yt supports that much with 1080p60 idk about Trovo
(kinda off topic after this) 1080p30 i think 8000 is supported so i guess the difference in frames is only 4000 cuz they are similar? (off topic ends)
