Scene creation API

I'm looking for an API (for C#) that will allow me to:
- create scene
- delete scene
- add source to a scene
- create VLC Video Source
- delete VLC Video Source
- add elements to a VLC Video Source
- modify Advanced Audio Properties

...the more the merrier ;)

I've looked at some APIs, but none I found had such functionality.
