HDPVR/HDPVR2 support

I know this has been requested before, but I have no idea as to where else to ask this.
Anyway, HD PVR2 support. Not sure if you have access to the drivers for the latest build (31062), but I have them. The page you find them on is broken and ends up loop loading a bunch of youtube videos, making the drivers hard to actually get.

If you know it's been requested before then you probably know that support is already planned for OBS Studio, and that asking again is not going to help. You should also realize that linking an unknown executable from your Dropbox in a public forum like this is a questionable idea at best; even if the file isn't malicious, it certainly appears that way. I've taken the liberty of providing the correct link for people to use.
