Changing Windows system files is absolutely not recommended unless you know what you are doing and/or are comfortable with running the risk of breaking your Windows install. The alternative is to simply place the mentioned dll file in the game directory where the game's .exe file is located
1. Download this software (the DL link is to the left of 'ENBSeries DX8 to DX9 Convertor v0.035'. It converts DX8 to DX9, or something like that :p.
2. Extract everything to the WC3 directory (like the mod edit says).
Now you can stream WC3 without it flickering!
