Avisynth or Frameblending plugin (not advanced interpolation)

Video captured from old video game consoles are between 59-60 for progressive and 29-30 for interlaced.
To make these captures 60/30fps, a duplicate frame is inserted, but this sacrifices video smoothness. Especially with consoles like the PS1, which report a 59.8272 refreshrate, which is lower than the usual 59.940, resulting in a more noticeable hitch. (very noticeable with scrolling things)
Circumventing this can be done with avisynth, using its ConvertFPS function, which frameblends to the point the hitch is traded for some occasional motion blur, which i find preferable. But not all sources are DirectShow, which allows avisynth to be used in obs capture sources via a program like ffdshow.

Particularly in the case of beeanyew's RGBEasy obs plugin, which uses the RGBEasy api instead of directshow.
I prefer to use this method since it automatically updates its refreshrate and resolution when it changes, unlike Directshow. This is useful for games that like to swap resolutions, like games on the ps1 swapping between 240p and 480i.

tldr, id like to request a filter plugin that uses a local avisynth/avisynthplus install for further filtering that can be used on any source. (please use at least rgb24/32 as the colorspace being sent and received to/from avisynth)
OR a filter plugin that "simply" does 59-60 and/or 29-30 fps frameblending to any source.

I am NOT seeking advanced, svpflow-like interpolation.

Please help alleviate this "so close yet so far to perfection" feeling in my gut!
