If there's no other option, then technically it CAN work. Cell networks in general though, are famously congested, sometimes at weird times for weird reasons. So you can't guarantee anything.
If cost is no object, you might look at what the big-name news and other broadcast organizations do. They have specially-licensed gear that is expensive both to buy and to operate, with the idea being to keep people off of it so that it stays open for those who need it enough to pay for both the gear itself and the ongoing license to use it.
